The Sirius Educational Center, established in 2015, has become a key link in the national system of support for talented children in all regions of the Russian Federation, and a guideline for determining modern standards for schools with in-depth teaching of certain subjects. The range of Sirius tasks was constantly expanding, and the number of projects was increasing. On December 22, 2020, the first federal territory in Russia was created to implement them. Its tasks were the preservation and development of the Olympic, natural, and cultural heritage, the introduction of standards in the educational, scientific, cultural, and sports fields and their scaling throughout the country, and the discovery of talents of all ages in the interests of Russia and each of its inhabitants. Today, the federal territory is successfully developing an Educational Center and the Presidential Lyceum, a University and College attached to it, an Innovative scientific and technological center, cultural and sports infrastructure. The Sirius ecosystem combines the best of government structures and corporate practices. Thanks to the experimental legal regime, breakthrough projects are being created here to solve the most important tasks facing Russia, which would be impossible to implement in other regions of the country. The master plan development area consists of two innovative sites. The area of the first site is 19.4 hectares. It is located in the western part of Sirius and provides for the development of a medical cluster. The area of the second one is 23.1 hectares. It is located in the east of the federal territory and is integrated with the student campus, the second stage of which is being designed.
